The Crows are a group of Santa Barbara street kids and runaways who have taken it upon themselves to protect the city's young runaways from abuse and exploitation. The are modeled on the Guardian Angels, but draw their dress and name from the movie, The Crow, and its star, the late Brandon Lee.

Most of the Crows are proficient martial artists. They normally wear bullet-proof vests and armored dusters when on patrol. Their distinctive Harlequin-style face paint is their signature image, just as the red beret is for the Guardian Angels.

The police consider the Crows to be just another street gang, and tend to discourage their extra-legal activities.
